Per experience, I suggest the following;
1. Hold annual prize giving days to motivate both caregivers and participants
2. Preinform participants of next meeting activity in a more interesting way.
3. Ask children why they don't sometimes want to come for project meetings and you will get sincere feedback.

We also fix interesting programs and activities early in the morning so that participants can't afford to miss. this can also get them to come early enough.

Make programming engaging If activities are boring, they won't come. Use drama, games, music.

To deal with lateness: Give roles to latecomers - e.g., they lead closing prayer. They will come early next time.
Absenteeism: Visit home or call parent/guardian. Show care, not anger.
Reward punctuality: Praise early comers in front of all.
